Beaches require permits WTF?!?!? NEVER heard of that before!?

Vandalism is the reason for the permits, it helps identify who may have been the perpetrator and it also provides income for maintaining the beaches, erosion and littering being the most expensive. Not all beaches do but will eventually in all states to help offset the costs.}{
